It is a social signal, not a lock. A watermark tells an honest reader that the copy in front of them is a draft, an unpaid proof, or not for circulation. It does not stop anyone determined — the mark is drawn on top of the page and can be removed by someone who wants to badly enough.
If you need to actually stop information getting out, remove it with Redact PDF rather than covering it up.

Not with this tool, and be wary of anything that promises it. Once stamped, the mark is ordinary page content and removing it means editing the document.
